HPC meet to resolve Chakma and Hajong refugee issue, AAPSU reiterates its stand

ITANAGAR, Jan 9:  In an attempt to bring permanent solution to the vexed Chakma and Hajong refugee issue of Arunachal Pradesh, the first meeting of the joint high power committee (HPC) constituted by the government of India under the ministry of the home affairs was convened here today under the chairmanship of Shambu Singh, Joint Secretary for North Eastern with representatives from government of Arunachal Pradesh, All Arunachal Pradesh Students’ Union (AAPSU) and Chakma and Hajong communities.

Convening the meeting Singh said that government of India is very much concerned about the sentiments of indigenous people of the state, therefore is trying to resolve the issue amicably. Santosh Chakma, General Secretary of Chakmas and Hajongs of Arunachal Pradesh demanded citizenship rights for Chakmas and Hajong in India. Lamenting that Chakmas and Hajongs are deprived of basic amenities, he sought basic amenities from the Central and State governments.  He further appealed to the state government to let them take part in the political process of the state by enrolling eligible people in electoral roll.

AAPSU legal advisor T.T Tara argued that no foreigners can be granted citizenship in Arunachal Pradesh under the established law of land and provision of Indian Constitution. Even Indian citizen have to obtain inner line permit to enter into the state, so there is no question of granting citizenship to Chakmas and Hajongs, he added. He said granting Indian citizenship to the refugees  would be gross violation of Bengal Eastern Frontier Regulation of 1873.

Earlier, in the sideline of joint higher power meeting, AAPSU had one on one meeting with Chakma and Hajong representatives. AAPSU team headed by general secretary Tojum Poyum and vice president (protocol) Nabam Tamar, reiterated its stand saying that unless the Chakmas and Hajongs representatives agree to identify those population who came prior to 1964 to 1969, there would be no solution. It further firmly stated that though it respect the sentiments of Chakmas and Hajongs but it will not allow illegal refugees to jeopardise the existing peace in the region.

 AAPSU legal advisor Toni Pertin clarified that AAPSU will support integrated sustainable development projects in those areas where Chakmas and Hajong are residing, if it is able to identify those people who were allotted settlement areas prior to 1964-69 and scaled down the criminal activities in region. He expressed displeasure over the step motherly attitude of Centre towards Arunachal people and said that it has failed to understand the sentiment of the indigenous communities of the state.  

Later, AAPSU cautioned Chakmas and Hajongs not to confront the state rather be with it to resolve the vexed issue.

Deputy Commissioner Lohit RK Sharma presented compiled report of criminal activities indulged by refugees including organized crime activities, influx and encroachment in the region.

Briefing the objectives of the meet Secretary Political Indra Mallo said that government wanted to see a solution to Chakma and Hajong refugees issue in the state.

The meeting was attended by Deputy Commissioner of Papum Pare Pige Ligu, Officer on Special Duty to Chief Minister K. Riram and a representative of Changlang DC.

 

Tuki attends Kalachakra puja

BODH GAYA, Jan  9: Arunachal Pradesh Chief Minister Nabam Tuki, who arrived here this afternoon, attended the Kalachakra puja being held for world peace. Tuki also met Dalai Lama.

The gathering praised Tuki and his government for rendering all support for organising the Kalachakra Puja. Tuki was accompanied by host of Parliamentary Secretaries and MLAs. He was received at Gaya Airport by Tourism Minister Pema Khandu and organising committee.

Tuki is expected to attend the closing ceremony and felicitation ceremony of the Dalai Lama tomorrow before flying back to Delhi.

Dalai Lama today released a book on former Arunachal Pradesh chief minister Dorjee Khandu at Bodh Gaya in Bihar during the on-going 32nd Kalachakra initiation for World Peace.

The book titled 'Loving Servant of the People' highlighted a brief account of achievements and the work undertaken by Khandu.

The Dalai Lama while releasing the book urged for the eternal peace and rebirth of the great soul so that he could serve the people with more passion and compassion.

With photographs depicting late chief ministers developmental initiatives, his love for the commoners and needy one, the book basically is a compilation of happiness, sorrow and prayers.

The book was  published by the Tendon Cultural Preservation Society, Tawang.

The brain child behind the conduct of 32nd Kalachakra Initiation for World Peace, late Khandu had requested His Holiness to confer this Kalachakra where lakhs of people today are blessed.

"It was his endeavour being the prime sponsor to make it convenient for millions of devotees to get the religious sermon from the living god His Holiness the Dalai Lama", said  Passang a resident of Himachal Pradesh.

Union Minister assures to redress MSME issues

ITANAGAR, Jan 9: Arunachal Pradesh Minister for Industries, Handloom and Textile & Handicrafts Tapang Taloh has submitted a memorandum on the matter pertaining to micro, small and medium enterprises in the state to the Union Minister for Micro, Small and Medium Enterprises (MSME) Virbhadhra Singh in New Delhi today.

Singh assured to look into all the points raised by Taloh and instructed Development Commissioner-cum-Additional Secretary and the Joint Secretary MSME, who were also present in the meeting, to see positively to redress the problem of the state. The minister has agreed in principal to consider setting up of a Mini Tools Rooms in the state. The Union Minister also directed DC, MSME to depute a team of senior officers from the ministry to study for construction of office building for branch IIE at Itanagar and to see at ground of the requirement of the state.

The Union Minister has immediately accorded sanction for computerization of the District Industries Centre (DIC) and capacity building of the official of the DIC. The Union Minister is likely to visit the state in near future to take stock of the development in MSME sectors in the state.

Taloh urged the Union Minister to enhance the number of targets to the state under PMEGP for the current year as the earlier allotment was inadequate to meet the demand and for early release of the margin money.

They also discussed about the ongoing works of Entrepreneurship Development Institute (EDI) at Jote, Papum Pare and Integrated Infrastructure Development Centre (IIDC) at Bame, Basar under West Siang which are under progress. Taloh urged the Union Minister to see that installments of the sanctioned amount are released on time.

Since inception only one MSE-CDP Cluster was sanctioned for the entire state, whereas eight proposals including  Cane and Bamboo Cluster, IT Cluster, Food Processing Cluster, Steel Fabrication Cluster, Wood Curving Cluster  to be located at different locations in Arunachal Pradesh submitted to the Ministry through RRC (IIE), Guwahati are yet to be considered.

The Union Minster was apprised about the poor state of affairs of the District Industries Centre (DIC) in the state.

The DICs were created in 1977-78 under CCS but subsequently it was transferred to the state plan. Due to resource crunch its much required support in terms of physical and financial could not be extended by the state. As a result, it could not live upto its mandate to guide and accord escort services to our first generation entrepreneurs in the state, Taloh said.

He also urged upon for a Special Financial Package to meet up the basic requirements like renovation of the old buildings, construction of few new buildings, computerization of the office with broadband facilities, capacity building for the officials etc.

R Ronya, Director (Industries) and Subu Tabin, Joint Director (Industries) accompanied the minister and participated in the discussion. Another round of discussion is scheduled to be held tomorrow in the ministry with Amarendra Sinha, Development Commissioner & Additional Secretary Ministry of MSME, Govt. of India.

 

Speaker asks students to lead society

ITANAGAR, Jan 9: Arunachal Pradesh Legislative Assembly Speaker Wanglin Lowangdong asked the Nocte students to be the torch-bearers to lead the society in right direction toward development.

Attending the twin functions of the 3rd general conference of Nocte Students’ Union and seminar on ‘role of education in human development’ at Khonsa today, Lowangdong said that the students had a vital role to play in creating a peaceful atmosphere in Tirap since the district was passing through a difficult phase. He emphatically said that students’ unions should be apolitical as the students were vulnerable to exploitation and asked them to accord top priority to their studies while pursuing the activities of the students’ union.

Speaking on education, Lowangdong  said that education leads people towards growth in all spheres. He said that India was forging ahead and competing against other more developed countries due to the growth of education. The Speaker lamented that Tirap was lagging behind in education sector in spite of having two Mission schools in the district which could be compared with the best schools in the country. He passionately urged upon the Nocte students to work hard to catch up with the people of other developed districts.

The resource persons of the seminar Subha Acharya, RKSM School, DK Tyagi, Govt HS school and N. Tangjang spoke eloquently on the given topic and enlightened the huge audience.

Earlier, NSU president, Nokchop Khoyang appealed to the civil society and public leaders to remain alert and vigilant to ensure smooth and fair conduct of the ensuing Police recruitment drive.

Denhang Bosai, DIPRO, who also spoke on the occasion dwelt at length on India’s glorious past and the present mess in the country and on role of education in undoing the wrongs done to the country.

Parl. Secy. inaugurates rural link road

CHANGLANG, Jan 9: Parliamentary Secretary Trade & Commerce, Animal Husbandry & Development, Phosum Khimhun inaugurated a rural link road from Changlang-Manmao road to Hadap via Kantang village on January 5 last. The link road would benefit three villages, namely Kantang, Chimsu and Hadap.

While addressing the gathering in a public meeting held at Kantang village, Khimhun appealed to the people to make proper use of the road and other assets provided to them by the government.

Responding to a four-point public demands like soiling and construction of culverts, he informed that the works would be taken up during the next financial year. He assured to take up the demand for posting ANM at Kantang medical sub-centre with the authority concerned. The minister sanctioned Rs. 2 lakh from his MLA local area development fund for construction CC step. Regarding the demand for separate administrative circle headquarter at Kantang, he appealed to the people to cooperate with him to achieve the objectives. John Jugli, ZPM, Changlang South asked the village people to maintain peace and harmony for all round development. He advocated for solving all petty issues locally within the village through mutual understanding. He advised the youths to abstain from taking drugs like opium and alcohol.

Rural sports competition under PYKKA begins today

ITANAGAR, Jan 9: The first ever state level rural sports competition under Panchayat Yuva Krida aur Khel Abhiyan (PYKKA) gets underway tomorrow at Sangey Lhaden Sports Academy ground, Chimpu here.

As many as 1236 participants including officials from 15 districts except Tawang are taking part in the competition.

The players, both boys and girls, would compete in football, volleyball, kabaddi, kho kho, archery, badminton, table tennis and athletics in the five-day event. The opening day events are 100M race for both boys and girls and football match in the afternoon.

Parliamentary Secretary, Home Gadam Ete would inaugurate the competition at 10.10 am.

The sports meet is being organized by the department of sports and youth affairs in collaboration with Union Ministry of Youth Affairs and Sports.

PYKKA is a rural sports initiative introduced by the Union Ministry of Youth Affairs and Sports to promote youth and social development through sports.

Dialing over and over again

Dear Editor,

This is to request the concerned authority of BSNL to improve and up-grade Microwave Tower capacity to ease mobile congestion at Tuting Sub-Division in Upper Siang District. Very poor telecommunication Service and congestion has been a serious setback for the people of Tuting. The Subscribers have to dial over and over again to communicate with one other. Even if connects by chance, it disconnects at once before conversation is completed. I came to Tuting on November-2010 last. But till today, I have never been able to avail smooth Network Service. The present Network service is being provided by Mini Tower with low MB. However, there is an erected Tower considered to be having high MB which is still standing useless. There is also no Generator of its own at BTS Tuting. The Network is completely dependent on Electricity. No Electricity means no Network.

Moreover, due to non availability of Technician, all the equipments are handled/operated by unskilled and ignorant Chowkider. Hence, system and equipments are damaged many a time.

As a result, Telecommunication services remain defunct most of the time at Tuting. Therefore, the BSNL authority should post a competent Technician or impart training to the Chowkider to ensure smooth operation of Equipments.

I would also like to request the local MLA, Alo Libang through this letter to discuss the matter with BSNL authority so that uninterrupted or smooth service may be provided to the subscribers and facilitate Internet connection.

What an irony!

Dear Editor,

I would like to appeal to public leaders and district administration not to waste limited resources of our district on unproductive activities like mass picnics regularly in these season costing lakhs of rupees.

Public should be made aware not to indulge too much on festivities, enjoying all the time forgetting duties and obligations. Instead of spending on useless activities, they should concentrate on purposeful work for the family, district and the state.

The more serious side-effects of these picnics are the littering and dirtying the natural environment because picnic goers frequently pollute the natural beauty of Tirap river by breaking empty bottles, dumping non-biodegradable materials upon the river. It is really very sad to watch the picnic sites.

Public leaders should discourage these festivities as responsible persons of society should avoid taking political advantages by patronising picnics, and parties etc. Give donations carefully if possible to really needful individuals and institutions, I am sure there are lot many in our district which yearns for govt. attention.

Recently there was a devastating fire incident at Changlang bazar, 7 shops were totally gutted down and more than 35 persons were rendered homeless including women and children.  There was not much help as every person in Arunachal knows that the Relief and Rehabilitation department is dead long ago.  The local MLA had given Rs. 5000/- to each affected 7 shopkeepers. The same leaders donate upto Rs. 2 to 3 lakhs for organizing picnic but for the fire victims only Rs. 5000/. What an irony!

Not so happy new year

Dear Editor,

This new year everyone is wishing "a very happy new year" to one another but it’s not quite happy new year for people dwelling in Seppa. Reason? Because all etc. etc. group is asking around donations for etc. etc. purposes. All East Kameng Collegians College Nite celebration, I don’t know what does that mean, Arunachal Students’ Union Shillong asking donation for Nyokum celebration at Shillong (last year ASUS was collecting donation for construction of ASUS office at Shillong), some groups asking donations for celebration of Nyokum at Basar ! All East Kameng Students’ Union, All Pipu-Gyawepurang Students’ Union and many more selling calendars at believe it or not price and people asking for contributions for school and colony picnics every other day. My meager salary is not enough for all these so I request state govt to create donation allowance for govt employees. And I am not joking.

And to Executive Engineer PWD, your road is still creating dust storms. This is indeed not so very happy new year!

People resolve to maintain communal harmony

ITANAGAR, Jan 9: The people of Adi and Idu communities of Lower Dibang valley district resolved to maintain peace, unity and brotherhood in a communal harmony awareness programme organized by Lower Dibang Valley District Students Union (LDVDSU) at Govt Higher Secondary School premises Roing on January 8. The programme was attended by large number of people from both the communities, the union informed.

However, the union expressed disappointment over the non-attendance of chief guest Gorima Gupta, DC and guest of honour Bhinu Bhansali, SP, Roing in the programme.

 

NABARD workshop

ITANAGAR, Jan 9: NABARD, Arunachal Pradesh regional office here recently organized a workshop on various centrally sponsored schemes to sensitize the bankers, Govt. officials and NGOs for  effective implementation of those schemes.

The schemes include, dairy entrepreneurship development, integrated development of small ruminants and rabbits,  pig development, salvaging and rearing of male buffalo calves, utilization of fallen animals, poultry venture capital fund (subsidy).

The meeting was chaired by S N Chalia, DGM/OIC.

 

NYK sports meet

ITANAGAR, Jan 9: The three days games and sports competition organized by Nehru Yuva Kendra (NYK), Tezu in collaboration with Krishnapur Progressive Youth Club began at Kishanpur, Lekang block in Lohit district yesterday.

Various sports events, such as volleyball, football and athletic events like running race, long jump, high jump, shot put, javelin throw etc are being conducted for both male and female participants.

The main objective of the competition is to expose the hidden sports talents and promote them.

The inaugural function was attended by Lohit DCC vice president LN Neog, women wing president Joy Deory and NYK district coordinator Pailo Mihu.

 

ANYA calls for permanent solution to border row

ITANAGAR, Jan 9: All Nyishi Youth Association (ANYA) has appealed to the Arunachal Govt  to evolve an effective strategy for permanent solution to the Assam-Arunachal boundary dispute.

Many a times, the police personnel of Assam evicted the people from Tarasso, Kimin, Tarajuli, Holongi and Seijosa area of Arunachal Pradesh  in recent past. This has happened due to poor security scenario in boundary area, ANYA said.

ANYA made this observation after its executive team conducted a five days visit to the boundary area from January 4 to 8. It demanded that adequate IRBn personnel be deployed and police personnel deputed in strategic area be equipped with all necessary equipments and infrastructure. It further demanded a threadbare discussion on Assam-Arunachal boundary row in the ensuing Assembly session.

 

SSA teachers meet

ITANAGAR, Jan 9: The coordination meeting of Sarva Shiksa Abhiyan Teachers held at DNG College, Itanagar yesterday resolved to urge the CEC, AASSATA members to initiate step with the appropriate authority for disbursement of monthly enhanced salary with arrears of SSA teachers on or before January 20.

A copy of the resolution was also submitted to AASSATA president.

The resolution stated that regularization process must be maintained on seniority and batch wise basis and any fees collected from SSA teachers for any purpose must be transparent, uniform and it should be made known to all the SSA teachers of the state.

Further, the meeting urged the CEC to circulate notification in all schools before collection of membership fee and added that it has revoked the assurance given by CEC AASSATA members to SSA teachers.

The meeting threatened to form an interim committee to run the AASSATA till re-selection of AASSATA CEC members. It further threatened go for pen down strike from January 23 to 26 if their demands are not fulfilled within the stipulated time.

 

Boogie Woogie

ITANAGAR, Jan 9: Three contestants were in ‘safe zone’ while 13 others were in ‘danger zone’ after end of the second round (local/traditional round) of Upper Subansiri Boogie Woogie district level dance competition held at Singik Hall, Daporijo yesterday.

Power Minister Tanga Byaling attended the programme.

The next round will be conducted on January 15 next.

The winner of the competition would get a chance to perform a dance at the first ever Tagin feature film  “Noke Lega Be”, informed the competition manager.

 

ATI training

ITANAGAR, Jan 9: Three days mass re-training programme for Group D employees of various heads of department began at Administrative Training Institute (ATI), Naharlagun today.

Addressing the 95 trainees, Audit and Pension Director Abdul Basit, said that the main reason behind the state government’s decision to accept the recommendation of 6th CPC in regard to upgradation of the "Pay Band of Group `D' employees to Group 'C' Pay Band" was to improve their living standard as well as motivate the employees for better performance in their field of works.

He advised the trainees to maintain outmost punctuality and discipline in their day to day duty and fulfill the expectations of the Government.

ATI (Trg) director Pema Tshetan, deputy director (Trg) T.Lodo, assistant director Prescilla Tayeng and Pate Marik also spoke on the occasion and advised the participants to work hard for the welfare of government.

Parbinder Singh, Director A to Z Computer Education Centre, Naharlagun, Dr. A. Kamki, Arunachal Hospital, Naharlagun  are attending the training as guest resource persons.

The training is being conducted following state government’s decision to accept the recommendation of the 6th CPC regarding up-gradation of the pay scale of group D employees from their existing group D pay band, according to an ATI release.

 

Indian defence delegation in Beijing after visa row

Beijing, Jan 9: A scaled down Indian military delegation arrived here today for a four-day defence exchange visit after the original programme of sending a much larger team was hit by a row on denial of visa to an IAF officer from Arunachal Pradesh.

The 15-member delegation headed by Air Vice Marshal P S Mann would interact with their Chinese counterparts and visit defence installations during its stay in the country.

The delegation comprising officers from all the three defence forces would visit the General Staff Headquarters of the People's Liberation Army (PLA) here tomorrow and meet PLA Deputy Chief, Gen Ma Xiaotian.  Besides Beijing, they are also scheduled to visit Nanjing and Shanghai.

Also on their schedule are visits to naval and airbases, an army unit and PLA University of Science and Technology.

The size of the delegation was reduced from 30 to 15 following denial of visa to IAF Group Captain M Panging by China on the ground that he hailed from Arunachal Pradesh, which China claims as part of southern Tibet.

The visit is part of a defence exchange programme between the two countries. PTI

For hunger-free Afghan

 

The United Nations World Food Programme (WFP) announced a new food subsidy initiative towards providing Afghanistan’s urban poor with guaranteed access to provisions despite the threat of food insecurity.

The project is designed to assist households in Kabul through a monthly cash voucher programme aimed at offsetting the impact high food prices have on the poor.

It is worth mentioning that this project was launched after the successful implementation of similar programmes in other Afghan cities earlier.

According to WFP, some 18,000 households – or an estimated 114,000 individuals – consisting mainly of poor women and households headed by people with disabilities will benefit from the project.

Each monthly voucher is worth $25 and can be exchanged for food items in participating local shops.

While most of WFP’s work has traditionally focused on food-insecure rural areas of Afghanistan, the new voucher project will function as a safety net for those urban poor who are particularly vulnerable to high food prices.

There is a good news that many NGOs of international repute which are organizing poverty alleviation programmes in  the world. One of  such organizations is ‘Opportunity International’ which  provides financial products and strategies to over 2.5 million people working their way out of poverty in the developing world.
